Certification of fulfilment flows at Liège Airport (FBA)

Briefing note

🚀 A major step forward for e-commerce customs compliance and FBA flows in Belgium! 📦🇪🇺

As a director of Customspliance and a customs and e-commerce specialist, I am particularly proud to share the outcome of a full year of hard work on behalf of our sector.

A year ago we set up a joint working group between the AGD&A — the Belgian customs administration — and the trade, through the regional customs and excise forum in Liège. Our objective was ambitious but essential: to certify the customs valuation method for stock transfer flows into the EU, typically Fulfilment by Amazon (FBA) flows.

To carry the project through, our association Customspliance turned to one of its members, FLEX FLOW, to act as pilot company. It was a real pleasure to guide their teams proactively through every technical, legal and administrative stage of this certification.

🏆 The result? Last week the official valuation decision was granted by the customs authorities.

What does this change in practice for importers in Liège and in Belgium?

✅ Legal certainty: validation of the reasonable means method (method 6), drawing on the deductive method (method 4).
✅ Risk removed: an end to the risky use of the transaction value method — which, it bears repeating, cannot apply to simple stock transfers where no actual sale has taken place before clearance.
✅ Simplification: a far simpler administrative process to manage, and a commercially attractive one.

This is a remarkable collective achievement, and it captures exactly what Customspliance is for: advancing customs compliance for the benefit of all its members, in constant dialogue with the authorities.

My sincere thanks to the AGD&A for its openness and cooperation, to all the members of the working group, and warm congratulations to FLEX FLOW for taking on the pioneer's role so well. 👏
