The team

Founded in 2023 by Raphaël Van de Sande, CUSTOMS CONFORM IT specialises in customs and excise consultancy and training. The firm grew out of a wish to support businesses in a customs and regulatory environment that never stops changing.

From the outset, CUSTOMS CONFORM IT has put expertise and innovation at the heart of its approach, to become a partner its clients can rely on. We help them sharpen their customs strategy, secure their regulatory compliance and obtain the certifications they need, while offering specialised training matched to their requirements.

Our purpose stays the same: to be a dependable and forward-looking partner, guiding businesses at every step of their customs journey.

Raphaël Van de Sande

Raphaël Van de Sande is the founder of CUSTOMS CONFORM IT srl. A recognised expert in the field, he puts his know-how at the service of businesses, guiding them through the complexity of customs operations and helping them achieve both compliance and efficiency in their international trade.

Drawing on his experience as a former official of the AGD&A — the Belgian customs and excise administration — Raphaël has deep operational expertise in customs systems, customs declarations, controls and procedures. He worked in customs marketing, AEO audit and declaration management, building a practical and strategic grasp of how customs processes really run.

He founded CUSTOMS CONFORM IT to place that experience on the other side of the counter: alongside businesses, rather than facing them. What he learned inside the administration — how a file is read, where an application falls down, what an auditor looks for — is what he brings to his clients.

He works in French, English and Dutch.

Asmaa Mokhtari

Asmaa Mokhtari supports businesses on their customs compliance matters, particularly their authorisation applications, and runs the organisation and communication of training courses and seminars.

A customs declarant by trade, she worked for a customs representative on import, export and transit flows, in the IDMS, NCTS and AES environments. She knows the declaration from the inside: its deadlines, its constraints, and the precise points where a file gets stuck. That field experience is what she brings to her clients.

She joined CUSTOMS CONFORM IT in April 2024 and looks after a portfolio of clients, from putting the file together through to follow-up once the authorisation is granted, remaining their point of contact throughout.

She also coordinates the firm's involvement in professional networks, and the organisation of its seminars.

Seen from outside, customs is a field whose reach is rarely suspected, when in fact it governs every movement of goods and is rewritten constantly. What she enjoys is bringing a business into compliance and seeing the concrete result: a file accepted, a procedure that holds.

She holds a bachelor's degree in International Business and works in French and English.

Legal and tax adviser

Florian Maassen

Florian Maassen works in customs law, excise and VAT for importing and exporting businesses, customs representatives and SMEs.

His bachelor's degree in law gave him a lawyer's reflexes: identify the applicable rule, read it in its European and national context, and draw an operational answer from it. He built on that base with the advanced module “Customs and excise: customs VAT” run by the Tax Institute of the University of Liège and HEC Liège Executive Education — a specialisation aimed precisely at the often delicate interplay between the customs debt and import VAT.

He handles files where the two subjects meet: the taxable amount for import VAT, the VAT treatment of cross-border operations, exemptions and fiscal representation, and analysis of the tax consequences of his clients' customs operations.

Trilingual in French, English and German, he works equally on sources and correspondence in all three languages — an advantage in a field where European legislation, administrative instructions and exchanges with national authorities constantly cross paths.

His conviction: in customs as in VAT, legal certainty is built upstream. Anticipating the classification and documenting the choices always costs less than defending them after a control.
