Where to file the application Belgian national procedure (AGD&A)

This authorisation does not go through a European portal: it follows a Belgian national procedure, before the AGD&A (the Belgian customs and excise administration).

Legal basis: Art. 115 UCC

Authorises the presentation and temporary storage of goods somewhere other than a customs office.

Why it matters: it avoids a logistical detour via the office.

How to file the application

This authorisation does not go through the European portal. It is applied for through KIS-SIC, reached from MyMinfin:

1. MyMinfin → My professional tools
2. Manage and apply for your Customs and Excise authorisations (KIS-SIC)
3. New application tab → Domain “Customs” → type “LACD” → Make an application

The application is passed to the regional Authorisations office.

> Agents — accountants, payroll offices: owing to a technical problem, filing through MyMinfin is not possible. Access is directly at `kissic.minfin.fgov.be`.

Managing staff access goes through My eGov role management.
