Where to file the application Belgian national procedure (AGD&A)

This authorisation does not go through a European portal: it follows a Belgian national procedure, before the AGD&A (the Belgian customs and excise administration).

Legal basis: EU preferential agreements

Allows you to establish proof of preferential origin yourself, by means of an invoice declaration, without a certificate endorsed by customs.

Why it matters: independence and speed on export.

When it is compulsory

Consignments over €6,000: approved exporter status is compulsory
Consignments of €6,000 or less: any exporter may make out the declaration without an authorisation

Where it does not apply

The more recent agreements operating under the REX system: Canada, Japan, Vietnam, the United Kingdom, Singapore, New Zealand, Chile, Mercosur.

What you must supply

The application form, completed and signed, in French or in German.

Where to file

By email, in PDF, to `da.ops.douane1@minfin.fed.be`. Once accepted, the file is passed to the competent regional customs control office.
