Where to file the application Belgian national procedure (AGD&A)

This authorisation does not go through a European portal: it follows a Belgian national procedure, before the AGD&A (the Belgian customs and excise administration).

E-cigarette liquids are subject to excise in Belgium. Producing, holding and releasing them for consumption require the corresponding authorisations.

Why this catches operators out

Many operators in this sector come from retail or online selling and discover excise law during a control. Yet the obligations — status, guarantee, records, marking — are the same as for traditional excise goods.
