Customs regulatory watch — week of 3 to 9 August 2026

European Union
A quiet week on the institutional side: no major regulatory publication from DG TAXUD. Three files remain live for operators — the strengthening of the CBAM (extension to certain downstream products and anti-circumvention measures), the new rules on proof of non-preferential origin (Implementing Regulation (EU) 2026/1422, applicable since 1 July), and the removal of the customs duty relief for e-commerce consignments below €150.
Belgium
The National Forum takes stock of the European regulation on deforestation and forest degradation, answering recurring questions from operators on the application timetable and on due diligence obligations.
The Belgian customs and excise administration (AGD&A) has issued new guidelines — Goods Accounting, TARSIS-Full and TARSIS-Light — setting out how goods under temporary storage are tracked and what obligations fall on holders of a temporary storage facility authorisation. A further step in the modernisation of European customs systems.
Also of note: the administration's clarifications on the use of form F302 for military goods flows (07/08), and the World Customs Organization's call for applications to its Private Sector Consultative Group, open until 21/08 (05/08).
France
Visiting French Guiana, minister David Amiel presented the first concrete measures of the Douane 2030 plan, centred on countering fraud and trafficking and on the organisation of customs services.
Also of note: the monthly publication of tobacco sales data (07/08), under indirect taxation.
Netherlands
No new regulatory developments this week.
Luxembourg
Nothing significant this week.

- Non-preferential origin: with Implementing Regulation (EU) 2026/1422 applicable since 1 July, it is worth reviewing your procedures for substantiating and retaining proof of origin, particularly on flows benefiting from reduced duties.
- Temporary storage (Belgium): holders of a temporary storage facility authorisation must build the new Goods Accounting / TARSIS guidelines into how they track their goods — something to anticipate in internal procedures.
- EUDR: the deforestation file remains active; importers of the products concerned would do well to review how ready they are for entry into application.
